The LPS was adopted on 27 July 2017. It sets out the overall vision and planning strategy for development in the borough and contains planning policies to ensure that new development addresses the economic, environmental and social needs of the area. It also identifies strategic sites and strategic locations that will accommodate most of the new development needed. The final, adopted LPS is available to download below (including the corrected Figure 8.1 as detailed in the errata). An interactive adopted policies map is also available which shows the spatial policies of the LPS alongside the saved policies from the Congleton Local Plan, Crewe and Nantwich Local Plan, Macclesfield Local Plan, Cheshire Waste Plan and Cheshire Minerals Plan.

In addition to the Local Plan Strategy policies, a number of Saved Policies from the Congleton Local Plan, Crewe and Nantwich Local Plan, Macclesfield Local Plan, Cheshire Waste Plan and Cheshire Minerals Plan will continue to be used until the Site Allocations and Development Policies document and the Minerals and Waste Development Plan Document have been adopted.

Figure 8.1

The LPS was adopted on 27 July 2017. In October 2017, the council noticed a drafting error in Figure 8.1 which shows an area of land (previously shown in the draft plan as the Cheshire Gateway site) coloured white, when it should have been coloured green. The draft plan has previously proposed to remove the site from the Green Belt and designate it as safeguarded land. However, as a result of the examination process that led to the LPS being found to be sound and being adopted by the council, the site was removed from the list of safeguarded sites and was therefore not meant to be removed from the Green Belt (see Main Modifications MM05, MM06 and MM85). Therefore the site remains Green Belt land.

HS2 Phase 2 Safeguarding Zones

At the date of adoption of the LPS , part of site LPS 3 (Basford West, Crewe) was subject to the 'Safeguarding Directions Fradley to Crewe' given by the Secretary of State for Transport. These are shown as 'HS2 Phase 2a Safeguarding Zone' in Figures 15.1 and 15.4 in the LPS . Revised Safeguarding Directions came into force on 27 September 2017 which removed site LPS 3 from the safeguarding zone. Further, revised Safeguarding Directions have now been issued, which came into effect on 23 June 2020.  These revised Directions similarly show that no part of Site LPS 3 is safeguarded.  As revised Safeguarding Directions were issued after the adoption of the LPS , the maps in the Plan will not be updated but an up to date map of all the safeguarding zones within the borough relating to HS2 Phases 2a (West Midlands to Crewe) and 2b (Crewe to Manchester and West Midlands to Leeds) can be viewed on the government's Safeguarding information and maps for HS2 page.
