Reporting abuse or misuse of a blue badge

The badge and its benefits are for the holders use only. It must not be used or shared with friends or family to access parking concessions. A badge must never be copied or altered.

Misuse of the badge is a criminal offence, which may result in a £1,000 fine and confiscation. Ensuring the scheme remains fair protects the benefits for genuine badge holders like you.

Reporting potential Blue Badge abuse

If you suspect misuse or abuse of a blue badge, please report it by emailing bluebadge@cheshireeast.gov.uk. Include as many details as possible to help us. 

The Blue Badge team will investigate the allegation and can liaise with the parking enforcement team if action is required to confiscate the badge. 

Civil Enforcement Officers and Blue Badge checks

Under Section 21(4BA) of the Chronically Sick and Disabled Persons Act 1970, a Civil Enforcement Officer (CEO) working for Cheshire East Council can approach someone in a vehicle displaying a Blue Badge and ask to see the badge. This allows the officer to inspect the back of the badge, including the photograph and badge details, to check that it is being used correctly.

Why an officer may ask to see your badge

Being approached by an officer does not mean you have done anything wrong. Officers carry out these checks to make sure Blue Badges are being used:

  • correctly
  • by the authorised badge holder
  • in the way the law intends

These checks help protect genuine badge holders and prevent misuse.

If you are the badge holder but using the badge incorrectly

If an officer notices that your badge is not being displayed or used properly, but confirms that you are the legitimate badge holder, they will:

  • explain what you need to do
  • give advice based on where you are parked
  • help you understand the correct way to use your badge

This is about education and support, not punishment.

How to identify a Cheshire East Civil Enforcement Officer

Cheshire East Civil Enforcement Officers are easy to recognise.

They will:

  • wear a Cheshire East Council uniform, usually with high‑visibility elements
  • carry official ID showing they are authorised to enforce parking regulations
  • display the Cheshire East Council logo on their uniform or equipment
  • use an official hand‑held device for issuing parking notices and conducting checks

If you are ever unsure, you can politely ask to see their official ID. Officers are required to show this on request.

Body-worn video

Civil Enforcement Officers use body‑worn video cameras.
If a badge is being misused or used fraudulently, any evidence recorded may be used in a prosecution for Blue Badge abuse.
