Gambling and Lotteries (Gambling Act 2005)

All gambling, including lotteries, is regulated under the Gambling Act 2005. Cheshire East Council is responsible for licensing gambling premises in the borough. Our approach to licensing can be found under our Gambling Statement of Principles.

The Gambling Commission

The Gambling Commission regulates gambling across Great Britain. It issues and manages operating and personal licences for commercial gambling businesses and people working in the industry.

Premises licences, permits and registrations

As the Licensing Authority, we:

  • issue premises licences for casinos, betting offices, bingo clubs, adult gaming centres, family entertainment centres and race tracks
  • issue provisional statements for premises not yet built. Track betting premises can also apply for occasional use notices.
  • issue gaming permits and club gaming machine permits for unlicensed family entertainment centres
  • manage prize gaming and low‑stake gaming machines
  • issue occasional use notices for track betting
  • manage temporary use notices for gambling events held for a limited period
  • register small society lotteries

You can apply for:

Premises licences – for any venue offering gambling activities

Gaming permits permits and club gaming machine permits – for clubs, licensed premises, and unlicensed family entertainment centres

Society lotteries including information on the types of lotteries you can run and how to register

Consultation and representations

Local residents, interested parties and the police can make a representation when:

  • a new premises licence is applied for
  • an existing licence is being varied
  • a licence is being reviewed
