Good governance and decision making

Good governance and effective decision‑making are essential to ensuring we use public money responsibly and deliver outcomes that matter to residents. Decisions must be clear, lawful and based on good evidence.

We are strengthening our governance arrangements to improve transparency, accountability and consistency in how decisions are made across the organisation.

Projects under this priority include:
  • Leader and Cabinet model - providing clear political leadership and accountability for executive decision‑making, supported by professional advice and transparent reporting.
  • Strategy and policy framework - ensuring decisions are taken within agreed plans and policies so they align with council priorities and are affordable over the medium term.
  • Performance management framework - using financial, performance and risk information to monitor delivery, challenge progress and support evidence‑based decisions.
  • Consultation and engagement - seeking appropriate input from residents, staff, partners and stakeholders to inform proposals and understand potential impacts before decisions are made.
