Warm Homes Local Grant

What personal information is being processed and what for

Cheshire East Council, Cheshire West and Chester Council and Warrington Borough Council have been awarded Warm Homes Local Grant funding by the Department of Energy Security and Net Zero. The funding is being administered by Cheshire East Council.

We only collect and use the minimum amount of personal information required when delivering a service to you. We may use some or all of the personal information below:

  • Name, address, contact numbers, email address, National Insurance number, date of birth, proof of identity
  • Household income status (includes details of income from employment, from rental income, and welfare benefit status)
  • Sensitive information you share with us to enable us to make reasonable adjustments to the service (eg health, disability, religious or cultural needs)
  • Property data (home ownership or tenure status)
  • The amount of grant you are awarded for home retrofit improvements, including any financial contribution you or others make
  • Information about previous access to government grant schemes
  • If you are a landlord who owns the property in a personal capacity or as a co-owner, we will collect your National Insurance number, email address, phone number and home address
  • If you own a privately rented property through a company, we will collect your company registration number and the company’s address
  • Information on current monthly rent being received by the landlord/s for the property and date when rental agreement was signed
  • Declaration that landlords are within the Minimum Financial Assistance limit of £315,000, which will not be exceeded by the landlord receiving the proposed assistance to comply with subsidy rules under the Subsidy Control Act (2022)

For installers, we may use some or all of the personal information below:

  • Name, contact business address, email address and phone number
  • Trustmark/MCS accreditation details or other relevant certification information, including other low carbon heating certification
  • Business information, including name, type of business and number of employees

Why we are allowed to use your information

The legal basis for using your information is because you give us consent.
If your application is successful, your information will be used to enter a contract for home improvements to your property.

The information is being used for a task in the public interest, being the delivery, administration and evaluation of the Warm Homes Local Grant Scheme, being a government funded scheme aiming to raise the energy efficiency of low energy performance homes, as well as statistical, research and fraud prevention purposes.

Use of your personal data to contact you to take part in further research will be subject to your consent.

Who we share your information with

  • Domestic Energy Experts, appointed to carry out retrofit assessments under the Warm Homes Local Grant Scheme in Cheshire and Warrington
  • Community Home Solutions, appointed to carry out home retrofit works under the Warm Homes Local Grant Scheme in Cheshire and Warrington
  • Professional advisors and other suppliers where it is considered necessary, (eg structural engineers, surveyors, remedial contractors)
  • Cheshire West and Chester Council, only if you are a resident within the administrative area of Cheshire West and Chester
  • Warrington Borough Council, only if you are a resident within the administrative area of Warrington
  • The Department for Energy Security and Net Zero and its contractors for delivery, administration and evaluation of the scheme, statistical, research and fraud prevention purposes
  • Turner and Townsend (as the processor appointed by DESNZ) and the Department of Work and Pensions to establish the benefit status applicants in receipt of qualifying welfare benefits
  • Other organisations administering/supporting with the administration of central and local government schemes that support energy performance or low carbon heating measures, such as energy suppliers, Ofgem, TrustMark, Microgeneration Certification Scheme
  • We may share your data if we are required to do so by law, for example by court order or to prevent fraud or other crime

Where we get your information from

Information held by our team will normally come from you, when you make an enquiry or an application to the Warm Homes Local Grant scheme. In some cases, we may be provided with your data by a third party where you have given consent to do so. We may also obtain data from any previous grant applications that you have made to the Council. In dealing with your request, we will access relevant information you have provided to other teams in the Council.

How long we will keep your personal information

We will keep your data for a maximum period of 11 years.

How your information is stored

Information provided to us is kept on secure electronic systems. These are all only accessible to staff that need it, and secured by passwords and, where appropriate, encryption.

What happens if you don’t provide us with your information

We will not be able to process your enquiry or your grant application.
