On-street parking permits

We run a number of on-street resident's parking schemes.

If your street does not have a scheme and you are interested in setting one up, see new on-street resident's parking schemes.

Due to limited collections/deliveries, there will be a delay in any items sent via Royal Mail.

If you are the Landlord/ Property Manager of an eligible property within a Residents Parking Zone but do not reside there, then you would not be able to apply for either a residents permit or visitor scratch cards. If,however you are carrying out works on the property then you will need to apply for a dispensation on our Parking dispensations page. If you are already a resident and require works to be carried out then a dispensation is also required, scratch cards are not appropriate for builders/plumbers etc.

Permits are not required for solo motorcycles and mopeds. 

The applicant must be the DVLA registered keeper of the vehicle unless it is a lease/company vehicle in which case you will require a letter on headed company notepaper advising you are permitted to keep the vehicle at your home address.

How many permits you can get You can buy up to 2 permits. If you have off-road parking (including a garage) for 1 car you can only buy 1 permit; if you have off road parking for 2 cars, you cannot get a permit.

You will need:

  • a copy of the vehicle registration document (V5) showing the address for which you are applying, or a letter on company paper for a company car
  • proof of your address such as your council tax notice, a recent bank statement (last 3 months), a recent utilities bill (last 3 months), or a tenancy agreement

What happens next

We will send the permit within 7 working days by first class Royal Mail post. We give new applicants a unique reference number to display in the car until the permit arrives.

Carers' on-street parking permit facts

Carer's on street parking permit facts
 For Residents who reside within one of our listed resident zones and who need at-home care to give to visiting carers. The carers can be professional carers, friends or family. The resident must apply, not the carer.

How many permits you can get You can get 1 carers' permit - you can get this as well as a normal resident's permit or permits. The same permit can be used by any carer who visits.

How to apply for or renew a carers' on street parking permit

We need an application form and evidence documents for both new applications and renewals. If you are renewing, apply at least 4 weeks before your permit is due to run out. We do not send reminders.

To apply for a carers' on-street parking permit, send us the following: 

  • for first time applications - a current doctor's letter saying that you need home care and whether the need is temporary or permanent 
  • for renewals where the previous permit was based on a temporary care need - a new doctor's letter stating that you still need home care and whether the need is temporary or permanent

Once we have the form, documents and payment, we send the permit within 7 working days by first class Royal Mail post.

We give new applicants a unique reference number for carers to display in the car until the permit arrives. We can give the number immediately if you email the documents or bring them to one of our customer service centres.

We do not offer a same day collection service.

Visitor parking scratch cards facts

Visitor parking scratch card facts
 For Residents to give to visitors to use  (not applicable to builders, plumbers etc. a dispensation is required for works being carried out to the property)
 Cost £7.50 per book of 10 cards for the first batch of up to 4 books or for any batch of up to 4 books you buy on the yearly anniversary of the first purchase. To buy more books or books at any other time, the cost is £15 per book.
How long do scratch cards last Each scratch card can only be used once and in one vehicle. 

How to apply for visitor parking scratch cards

To apply for visitor parking scratch cards, send us the following:

  • proof of your address such as your council tax notice, a recent bank statement (last 3 months), a recent utilities bill (last 3 months), or a tenancy agreement (unless you have bought scratch cards within the last 6 months, in which case we do not need new proof)
  • payment
  • visitor scratch card application form (MS Word, 49KB)

Once we receive the form, address proof and payment, we will send your scratch cards within 7 working days by 1st class recorded Royal Mail.

If you abuse visitor scratch cards (for example, you use a card in more than one car), we may withdraw your cards and refuse to allow you to buy more cards. 

Refunds, changes, lost permits and courtesy cars

If you no longer need your permit, we can give you a refund for the number of whole months left on the permit less a £10 admin fee. We normally make refund payments by BACS.

We must get the permit and the refund application form within 3 working days of the beginning of the month for that month to count for a refund. Proof of posting is not proof of receipt so we do advise that you return the permit by recorded delivery.

We do not give refunds for unused visitor scratch cards.

You need a new permit if you change your car. A new permit costs £25.00. 

When you have applied for the new permit, you can use your old permit on a temporary basis if you have a unique reference number from us. To get the number, email our parking team or call us on 0300 123 5020. 

You must display the unique reference number in the car with your current permit until you get a new permit. The unique reference number is valid for 8 weeks.

To get a new permit, send us a residents' parking permits - refunds and permanent vehicle changes form (PDF, 228KB) and your payment.

You should then send a copy of the new/updated V5; on receipt of this document we will send a new permanent permit.

When you get your new permit, you must return the old one. We may charge you £25.00 if you do not.

Where to send or bring documents

If you lose your parking permit, let us know and we will send a replacement. A replacement permit costs £25.00. You can call us on 0300 123 5020 and pay by card, and we will give you a unique reference number to display in your car until you get the new permit. We will issue a new permit within 7 days.

You can also write to us with the payment or come in to a contact centre.

You can use your resident's permit for a courtesy car but you must tell us. We will then give you a unique reference number that you must display in the car with your permit. The number is valid for 2 weeks, but you can ask us to extend this if you need to.

New on-street resident parking schemes

We can consider suggestions for new on-street resident parking schemes on streets where daytime non-resident parking means residents regularly struggle to park.

A resident parking scheme is not the answer if the problem is that there are too many resident's cars for the spaces available.

We only introduce schemes after full consultation with residents and any businesses who may be affected, and where there is overwhelming support for the scheme.

Each scheme is designed to meet the needs of the residents of the particular street(s).

If you then think a scheme may be appropriate in your area, contact your ward councillor. The councillor will  talk to our parking team. If we agree that a scheme might help solve parking problems, we will send information packs to residents and businesses on the street(s) concerned and ask for their views. 

How resident on-street parking schemes work

Resident on-street parking schemes stop daytime commuters, shoppers and visitors using parking spaces and allow residents to park near their homes.

  • each scheme operates within an agreed zone - this may be one or more streets or parts of streets
  • permits are only valid for one zone
  • each zone has set operating hours and times to suit local conditions
  • during operating hours, only permit holders can park in a marked parking bay
  • outside the operating hours, anyone can park in a marked bay (this is because the scheme is aimed at stopping daytime non-resident parking)
  • permit holders do not get a reserved space and are not guaranteed a space
  • businesses in the zone who need to park an essential vehicle or that need customer parking spaces will be considered for permits
  • you can buy scratch cards for visitors to use if they are visiting for a longer time
  • residents who rely on carers can apply for a carer's permit
  • non-permit holders can load or unload at any time
  • you must give up your permit if you move out of the zone

Each zone usually includes some bays where people who do not have a permit can park for a short time.

  • permit holders pay an annual fee, which we review each year and may increase - we charge only enough to cover the costs of running the scheme, and do not make a profit
  • there is a maximum of 2 resident permits per property - this is reduced by 1 for each off-road parking space (including garage) available to the house (so if you have 2 off-road spaces, you cannot get a permit)
  • it is likely that more permits will be issued than there are spaces; this is because under normal conditions not all residents need to park at the same time - and if we only issued the same number of permits as spaces, it would not be possible to decide how to allocate the permits between residents
When our Civil Enforcement Officers check the street, they issue penalty charge notices to anyone not displaying a valid permit or otherwise not following the rules.

Resident on-street parking scheme terms and conditions 

General conditions

1. Your sole or main residence should be the one from which you are applying and must be within the zone as defined by our residents' schemes.

2. The vehicle must be registered at the address you are applying from. This will need to be shown in the V5 (the exception to this is with a company or lease vehicle – see later).

3. You must be able to prove residency.

4. If you live in a “house of multiple occupancy” (shared house) this will be treated as one address only for applications. If you live in a flat then each flat within a house or building will be treated as a separate address. If you are not sure which applies please seek assistance from the sources quoted above. Generally a “house of multiple occupancy” will be registered as one address for council tax purposes and flats within a building should be registered as separate addresses and have separate entrances.

5. Your permit(s) will be issued for the parking zone you live in.

6. Permits can only be used in the zone for which they are issued. Both permits and zones will be clearly marked with a zone letter or letter and number. Alternative parking arrangements must be made for days on which road/highway maintenance is scheduled - this is your responsibility and the permit will not be valid elsewhere. Using a permit in the wrong zone could result in a Penalty Charge Notice being issued.

7. The Council cannot guarantee a space for you although the scheme design should make it easier to find a space in which to park. 

8. It remains your responsibility to ensure your vehicle is parked legally and safely at all times.

9. You must ensure that your permit is valid and clearly displayed at all times. Failure to do so may result in a Penalty Charge Notice being issued.

10. Your permit entitles you to park in any bay within your zone marked “Resident Permit Holders Only.” If your zone also includes shared use bays , “Limited Waiting” and “Residents”, you may park in these bays for as long as you want. The limited waiting restriction does not apply to permit holders.

11. If we need to suspend a bay for any reason then you may not park in it whilst it is suspended. It will be clearly marked, this is not likely to happen except in rare or unusual circumstances. 

12. If you are parked in a resident’s bay your vehicle must be able to fit wholly within the bay. Vehicles not parked wholly within the markings of a bay could receive a Penalty Charge Notice.

13. Caravans and trailers should only be parked within a residents' bay for the purposes of loading or unloading and should be attached to the vehicle displaying a valid permit. Abuse of this may lead to a permit being withdrawn.

14. Your vehicle must fit within the following criteria:

  • can carry no more than 13 people including the driver
  • does not exceed 6 metres in length
  • is not more than 2.44 metres (8 ft) high
  • is not more than 3.5 tonnes GVW

15. If you need a courtesy car or hire vehicle because your own is off the road temporarily then please obtain a temporary permit by ringing the following number 0300 123 5020. A unique reference number will be issued and this must be displayed next to your existing permit in your replacement vehicle. This unique reference number carries the same terms and conditions as your permit.

16. If you drive a company/lease vehicle or vehicles then you must produce a signed letter on letter headed paper from the company secretary or similar senior person or HR department, that clearly states that you are entitled to use this vehicle and take it home with you as part of your terms and conditions of employment. If you drive lots of different company vehicles then a permit may be issued without a registration in this one instance.N.B. Defacing, altering, amending the permit in any way or photocopying a permit or any part thereof to display in a vehicle will result in the permit being withdrawn and subsequent requests for permits being denied. 

17. The number of permits available to a household will depend on the number of off-road spaces that households may have. Each off-road space will reduce the number of permits available by one. For example, if 2 permits are allowed then a resident with 1 off-road space will only be allowed to apply for 1 permit and so on. An off-road space is defined as any area of hard standing or driveway that is available for parking within the following size limits. A single space should be a minimum of 2.4 metres wide by 5.0 metres long. A double space should be either 5.0 metres by 5.0 metres or 2.4 metres by 10.5 metres. Areas smaller than these limits do not count against permit numbers available. A garage will count as 1 or more off-road spaces (dependent on size ) unless it has been permanently converted into a room following planning permission.

18. The burden of proof regarding off-road parking availability rests with the applicant and if there is any dispute, the applicant must allow access to a representative of the Council to check or measure off-road parking availability.

19. If you change your name you will need to provide official evidence of this (e.g. marriage certificate).

Extra conditions

Visitor scratch cards

19. Any household in the relevant area may apply for visitor scratch cards whether or not they apply for a resident's permit or even own a vehicle.

20. Visitor permits, in the form of scratch cards, are designed for use of visitors only and must not be abused by selling on, passing to commuters etc. Such abuse may lead to the facility being withdrawn.

21. A batch of visitor scratch cards (maximum 4 books of 10 cards) are available at half price on initial and anniversary application for a permit or scratch cards.

Business permits

22. The availability of business permits will be subject to agreement in advance with the Council and in line with its current policies.

23. Business permits, when issued, are designed for the use of visitors and essential vehicles of the business and not for staff parking. Abuse of this could result in permits being withdrawn.

Carers' permits

24. Carers' permits are designed for the use of visitors who attend to provide a care service to the resident. The type of care being received does not need to be specified and includes all areas of medical and social care regardless of who is providing the care. This means that, for example, friends and relatives providing care are also entitled to use the permit as well as medical staff .

25. One permit may be issued for each person requiring care at home and must be on display in the carer's vehicle and clearly visible whilst being used.

26. In order to obtain a carers' permit, the applicant must provide a letter from their GP or consultant stating that home care is required. The letter should state whether this need is likely to be on a permanent or a temporary basis. If temporary it must state a timescale for review. 

27. Abuse of carers' permits such as allowing their use to people not providing a care service could result in permits being withdrawn.

Other permits

28. Permits for churches, charities etc. will be considered on their individual merits.
