STATEMENT RE: Congleton Road, Moss Lane junction, Macclesfield, cancellation of works

A spokesperson for Cheshire East Council said: “Planned works at the junction of Congleton Road and Moss Lane in Macclesfield, have been cancelled by mutual agreement between the council and the developer.

“The planned works, to provide a right-turn lane from Congleton Road into Moss Lane, were to be delivered on behalf of a housing developer through a Section 278 agreement, and formed part of a scheme that was approved through the planning process in 2017.

“The traffic impacts of the development were assessed as part of the planning application at that time, and included assumptions about future traffic movements and other development around the junction that have, in the following nine years, changed significantly.

“It is not unusual for infrastructure works relating to planning permissions to take place a number of years after an initial permission is granted and associated planning conditions, including those for highways works, are agreed.

“In this instance, we have recognised that the works, initially agreed in 2017, will not offer the anticipated improvements for road users and local residents today. The developer has agreed a contribution to the Council in lieu of the works being undertaken and we will now undertake a review of potential improvements for the junction, considering current and future traffic movements and potential development around the site.”
