Purpose

At Cheshire East Council, we have faced unprecedented challenges head-on to transform adversity into opportunity.

We are making remarkable strides forward and are transforming our organisation. This means the council is changing to deliver better outcomes for the people of Cheshire East.

We have the plans we need, and we must now deliver them quickly to realise our vision of prosperity and wellbeing for all.

Transforming Cheshire East: reset, reimagine, reshape

Reset

In 2024, we undertook a comprehensive reset to address significant challenges. This involved assessing strengths and weaknesses, addressing funding pressures, and meeting external review requirements.

We recruited new leadership, partnered with a transformation delivery expert, and prioritised opportunities for change.

A transformation plan (PDF, 1.8MB) and new senior management structure were approved, laying the groundwork for future improvements and financial sustainability.

Reimagine

During the reimagine phase, we engaged in extensive listening and collaboration.

Conversations were held with councillors, staff, government, partners, and peers to envision a new operating model. This led to the development of the Cheshire East Plan 2025-29, setting a vision for prosperity and wellbeing.

We also set a balanced budget, agreed on a four-year financial strategy, and approved our AI policies, establishing a foundation for future improvements and financial sustainability.

Reshape

During the reshape phase we aligned the transformation plan with the new operating model. This included reshaping programmes and projects, strengthening governance structures, and reducing reliance on external partners.
