Apply for or renew a Blue Badge
You can apply for yourself or for someone else (with their permission).
To avoid delays, make sure you have the right documents ready before you start.
These documents are needed for Blue Badge applications including renewals.

You can apply for a blue badge using the online form below. You can use the same form to apply on behalf of someone else with their permission.

You must provide one of the following:
- valid driving licence with your current address
- valid passport
- birth certificate
- marriage, divorce, civil partnership or dissolution certificate
- adoption certificate
- identity card for foreign nationals
- HM Forces ID card
- a DWP benefit award letter dated within the last 12 months
- current bus pass

You must provide proof of your address.
You cannot use the same document for both identity and address.
You can use:
- current Council Tax bill
- valid driving licence
- welfare benefit award letter dated within the last 12 months (for example PIP, DLA letter, HMRC tax credit letter)
- current utility bill
- current Hospital letter
- current letter from social services
- current letter from the school
- current award letter from SPVA
If your existing Blue Badge was issued by another council and you moved within the last 3 years, contact the council who issued your badge to update your address.
Passport photo
Passport style photo
You must provide a passport-style photo taken within the last month.
You can take this yourself on a mobile phone or tablet. The GOV.UK website gives examples of acceptable photographs.
Your application may be delayed if your photograph isn't acceptable.
We recommend uploading your photo when you complete the online application.
If you cannot upload a photo, you can visit any local library except Prestbury. Staff can take your photo for free. Check with the library first, as you may need an appointment.
You must bring your application reference number (this starts with SR and 7 digits) This is given to you on the screen when you have completed the application.
Medical evidence you may need (Proof of your qualifying condition)

- Personal Independence Payment (PIP) – physical disability: If you are applying due to a physical disability (for example arthritis or breathing problems), provide a letter from the DWP confirming you receive PIP and that you are eligible through the ‘Moving Around’ mobility component.
If you have lost this letter, call the DWP on 0800 917 2222 for a replacement
- Personal Independence Payment (PIP) – non‑physical disability: If you are applying due to a non‑physical disability (for example autism or dementia), provide a letter from the DWP confirming you receive the PIP mobility component and have been awarded 10 points specifically for Descriptor E under the “planning and following journeys” activity, on the grounds that you are unable to undertake any journey because it would cause overwhelming psychological distress.
If you have lost this letter you can telephone the DWP on 0800 917 2222 for a replacement.
- Disability Living Allowance (DLA) Higher Rate Mobility Component - A letter from the DWP confirming you are in receipt of DLA higher rate mobility component, showing the expiry date.
If you have lost this letter you can telephone the DWP on 0800 121 4433 for a replacement.
- War Pension or Armed Forces Compensation Scheme - Provide a letter from the SPVA confirming your War Pensioners' Mobility Supplement or Armed Forces and Reserve Forces Compensation Scheme payment.
If you have lost this letter you can telephone the SPVA on 0800 169 2277 for a replacement.
- Registered Blind or Severely Sight Impaired - Provide a Certificate of Visual Impairment signed by a consultant ophthalmologist.
- Children Under Three - Provide a paediatrician’s letter outlining your child’s medical condition and any special equipment they need to use.
Proof of your non-visible condition
If you are only applying due to a non-visible disability, we will need evidence about your condition from a health or social care professional involved in your diagnosis, care or ongoing treatment.
Sometimes health or social care professionals charge for this.
Only get this form completed when advised by the Blue Badge Team.
Attendance Allowance is not a qualifying benefit for a Blue Badge.

If you can’t upload your documents
You can still complete the online form.
Afterwards, visit one of our libraries (except Prestbury Library) and a member of staff can help you upload your documents.
Some libraries require an appointment, so please check before you attend.

Renewing your Blue Badge
You can renew your badge up to 8 weeks before it expires.
- your current badge stays valid until its expiry date
- use your new badge only from the “valid from” date
- do not return your current badge until after it expires

After your application
If your application is successful, you will be asked to pay £10 using the online payment form.
Allow up to 5 weeks from making your successful application and providing all supporting evidence to receiving your Blue Badge.
