Network Management and Street Works

Transport and travel is a fundamental part of everyday life, with the highway network being the largest and most visible publicly owned asset. It enables us to visit friends and family, commute to work, access healthcare, education, shopping and leisure activities, and supports a healthy and vibrant economy.

Network Management is one element of Cheshire East Council’s transport activities, and complements other policies and actions relating to Asset Management, Traffic, and Road Safety etc.

Our Network Management Plan (NMP) aims to capitalise on the strengths of the existing transport system in Cheshire East, including good transport links to major centres via the rail and motorway network.

This NMP explores the challenges that we face, and explains how we will manage and maintain our highway network so that it delivers an effective transport system for the people and businesses of Cheshire East.

Part of the Council’s Network Management responsibility, includes the co-ordination of Street Works, which is achieved through the Authority’s Permit Scheme (PDF, 3.5MB).

The West and Shires Permit Scheme requires an activity promoter to apply for a Permit in order to ‘book road space’. We issue Permits with attached Conditions, which enables us to better focus upon the activity, so as to minimise the impact on road users and other stakeholders.

This may relate to the timing of the activity, the type of traffic management, and other such similar factors relating to the works.
