Workforce and culture programme

The workforce programme is a time-limited programme that holds responsibility for the delivery of the workforce resizing savings and manages core workforce interdependencies across the wider transformation plan.

Workforce Resizing Previously known as the operating model project, this project will be focused on the workforce savings associated with resizing the workforce to ensure alignment with the requirements of the organisation.

Organisational efficiency through project work and resources prioritised based on their alignment to the operating model. Time is utilised on work that most aligns with the model. Inefficiencies within work is reduced as work is streamlined.

Better service delivery for businesses, communities, residents, visitors, and partners. Services delivered more efficiently and streamlined to simplify delivery.

Increased staff satisfaction and collaboration across the system. Staff are clearer about structure, direction and priorities, with partner collaboration built into organisation operation.

Reduction of unavoidable agency usage This project will develop a set of tactical interventions and systemic change that will allow the council to reduce its use of agency staff where appropriate.

Increased accuracy of human resources and financial data, ensuring reliability for decision-making. Aiming for 100% data validation.

Improved service delivery by assessing alternative models to enable more efficient service delivery in children’s services and other areas.

Productivity and wellbeing

This project will develop a set of interventions that will reduce the levels of staff absence. Whilst recommending adoption of initiatives that will enhance the wellbeing of our employees.

  • 2025/26: £1M

Enhanced staff absence data accuracy and reliability, with reduced inconsistencies. Mechanism established for continuous feedback to improve data quality.

Improved clarity on absence management processes and adoption of best practice policy to support improved performance management practices and employee engagement.
