Local transport and car parking engagement

Cheshire East Council is conducting this engagement on local transport and parking to inform the future direction, infrastructure requirements and parking provision and charges for our town centres. These factors will be balanced against the vitality plans of town centres.

Our town centres are currently facing major challenges as a result of the COVID-19 pandemic. Setting out a strategic and sustainable approach for local transport and parking will enable the Council to respond to long-term economic and environmental challenges presented by the pandemic and climate change.

Local Transport Delivery Plans

The Local Transport Delivery Plans will identify where the Council should prioritise investment and seek funding for transport initiatives, with the overall aim of improving:

  • accessibility for all – considering all travel needs;
  • sustainability – improving walking, cycling and public transport;
  • quality of the public realm – managing traffic to support town centres and the visitor economy;
  • better neighbourhoods – improving amenity where people live; and
  • connectivity – the strategic links needs to access work, education and essential services, such as hospitals.

These plans focus on how the issues and opportunities identified in the Boroughwide Local Transport Plan Strategy relate to specific areas, setting out a range of options that could be delivered to improve the transport network and support the recovery of individual town centres in Cheshire East.

Following this period of engagement, feedback will be reviewed and schemes will be prioritised to shape the final Town Delivery Plans for each area of the borough.

Car Parking Survey

The parking survey is being conducted at the same time because parking provision and management are an important influence on travel choices and the attractiveness of our town centres. This survey aims to review:

  • role of parking in accessing town centres (current and future);
  • the level of parking charges in Cheshire East and scope for harmonisation;
  • on-street parking restrictions; and
  • improving parking services.

This survey seeks feedback on the future role of parking, and on how the council can harmonise and improve parking services over the next five years.

  • January 2021 to March 2021 - Consideration of survey results, and creation of proposals for consultation
  • March 2021 - Formal consultation on final proposals
