Changes to car parks across the borough from March 2019

Cheshire East Council has approved recommendations to increase parking charges across the borough after making changes to some of its proposals.

A total of 296 representations were received during a three-week consultation period, which took place between 28 November and 19 December 2018.

After carefully considering the consultation responses, the proposals have been amended as follows:

  • Thomas Street car park, in Crewe, will be designated as a long-stay car park to reflect the number of users who work in Crewe;
  • The ‘free after 3pm’ incentive will be changed from Oak Street car park to Thomas Street car park (both in Crewe). This follows representations from various sports and athletics clubs and parents of children who use the Thomas Street car park to access sport facilities at the Cumberland Arena and local primary school; and
  • Broadway Meadow car park (in Wilmslow) will not be designated as a commuter railway station car park.

The decision to approve the change was taken on 7 February and will come into effect on the 8 March 2019. At this point, most car parks across the borough will have an increase in parking charges.

The council is aware of the differences in parking fees across the borough and has already started a process to review parking in local towns, like Wilmslow. This approach will be replicated across the borough and forms part of a local transport plan that will be published in spring 2019.

  • To amend the hours of charging and maximum waiting period at the Grosvenor Centre Car Park in Macclesfield to 8.30am to 6.00pm (Monday to Saturday).
  • To amend the maximum waiting period in the following Congleton car parks from 10 hours to 8 hours: Back Park Street; Chapel Street; West Street; Princess Street – 9am to 5pm
  • To amend the charging hours to 3 hours maximum stay at Antrobus Street Car Park in Congleton with charges set at 2-3 hours £1.10.
  • To amend the maximum waiting period at Princess Street, Congleton to a maximum period of 8 hours with charges set at 2-4 hours £1.10 and 4-8 hours £1.60.

  • To introduce the facility for “Virtual Permits” for use as an alternative method of displaying payment for a parking place
  • To insert in Part ll (Designation and use of Parking places) as point 8 (vi): ‘where there are Parking Bay markings, in such a position that lies outside the Parking Bay markings. Areas outside the Parking Bay markings are considered restricted areas unavailable for parking.’
  • To increase all hourly tariffs other than those detailed in these proposals by 10p and the quarterly and annual season tickets pro-rata

All contract parking permits/season tickets are to increase for residents parking permits, parking dispensations, change of Vehicle Registration Mark (VRM) or loss of either a residents parking permit or contract parking permits/season tickets. Charges will be increased for the lorry parking provision at Shaw Heath Lorry Park, Mobberley Road, Knutsford. Further details can be found in Appendix 1 within the deposited documents.

This variation relates to the Cheshire East Borough Council (Off-Street Parking Places) (Consolidated) Order 2015 which came into effect on 26 October 2015 and as subsequently varied.

This variation will come into force on 8 March 2019.
