Personalisation - Evaluation of Responses
Cheshire County Council ran a consultation on the
Personalisation of social care services from 17 November
2008 to the 16 February 2009. A total of 600 individual
responses were received together with formal responses from
organisations within Cheshire. Six public meetings were also held
in January and February 2009 together with six roadshows at a range
of locations across the County.
The Consultation Evaluation Report has been produced to summarise
the feedback that was received and to give Cheshire County
Council’s response to issues raised.
It is important to underline that because Cheshire County Council
was replaced by two unitary councils Cheshire East and Cheshire
West and Chester on 1 April 2009, the findings from this
consultation can only take the form of recommendations to the
new Councils.
What is Personalisation?
Under Personalisation of Services, people will be allocated
points according to their level of need during the assessment
process. These points will then be converted into a sum of money (a
personal budget) which they can spend on services how they want
(within certain controls). This will allow people much greater
choice over how their needs are met and will allow them to tailor
their support to their individual requirements. Help will be
available with these decisions if it is required.
The criteria for who receives social care will not change (those
with critical or substantial needs) during this process and the
overall level of funds allocated to social care will remain the
same. However, there will be changes to the general charging
process as a result of adopting this model.
