Local Plan Consultations
This page gives details of all consultations that have taken place on the new Local Plan and all those that are currently scheduled. The consultations are listed in reverse chronological order. Community engagement is very important in developing the new Local Plan. Responses received during each previous consultation stage have been considered and have helped to influence the production of the Local Plan. Cheshire East Council intends to introduce a Community Infrastructure Levy Charging Schedule for new development. Following consultation on a preliminary draft charging schedule in February - April 2017, we have now produced a Draft Charging Schedule for the proposed introduction of CIL . This sets out the level of CIL charge which is considered to be viable in different parts of the borough. Consultation will start on Monday 25 September and run until Monday 6 November 2017.
Minerals and Waste Issues Paper (April - June 2017)
The Minerals and Waste Development Plan Document will set out policies for dealing with minerals and waste, and identify sites. Consultation on the Minerals and Waste Issues Paper took place between 24 April and 05 June 2017, alongside a 'call for sites' for minerals and waste sites.
Site Allocations and Development Policies document - issues paper (February - April 2017)
The Site Allocations and Development Policies document will form the second part of the new Local Plan, allocating 'non-strategic' sites for development and setting detailed planning policies to guide development. Consultation on an issues paper took place between 27 Feb and 10 April 2017. We have now published the SADPD Issues Paper Report of Consultation (PDF, 2.6 MB). Call for Sites (February - April 2017)
The Council invited local residents, landowners, developers and other parties to put forward sites (excluding sites for minerals and waste used) they consider to be suitable and available for future development in the Borough, between 27 Feb and 10 April 2017. This will enable the Council to update its land availability assessments, to inform and further land allocations to be made through the SADPD . It will also help inform the production of the Brownfield Sites Register.
Community Infrastructure Levy Preliminary Draft Charging Schedule (February - April 2017)
Cheshire East Council intends to introduce a CIL Charging Schedule for new development. We consulted on a preliminary draft charging schedule, alongside evidence related to the viability of introducing a charge and a list of potential infrastructure projects to be funded between 27 Feb and 10 April 2017. Draft Sustainability Appraisal Scoping Report (February - April 2017)
The purpose of this new SA Scoping Report is make sure the social, environmental and economic issues previously identified are up to date and to identify the scope and methodology for the Sustainability Appraisals of the Site Allocations and Development Policies Document, and the Minerals and Waste Development Plan Document. Consultation took place between 27 Feb and 10 April 2017. Local Plan Strategy - Proposed Main Modifications (February - March 2017)
Having considered the issues raised through the Local Plan Strategy examination process, the Inspector issued his views on further modifications needed on 13 December 2016. Representations were invited on "Proposed Main Modifications to the Cheshire East Local Plan Strategy" between 06 February and 20 March 2017. Local Plan Strategy - Proposed Changes Version (March - April 2016)
Following the consultation in 2014, the Local Plan Strategy was submitted to the Secretary of State for Communities and Local Government on 20 May 2014.
The examination of the Local Plan Strategy is currently in progress and following two rounds of examination hearing sessions in 2014 and 2015, the council consulted on its proposed changes to the Local Plan Strategy in March and April 2016.

Minerals call for sites (July - September 2014)
As part of preparation for the Local Plan ‘Site Allocations and Development Policies Document', the council conducted a ‘call for sites’ seeking details of potential mineral sites and areas from interested parties. In addition, comment was sought on the proposed methodology by which sites will be assessed.
The call for sites was targeted at those groups / individuals with interests in potential land allocation for mineral development as well as those who may wish to comment on the assessment methodology.
Local Plan Strategy document (March - April 2014)
Following publication of the 'Local Plan Strategy - submission version' and accompanying documents, representations were invited for for six weeks from 14 March 2014 to 5:00pm on 25 April 2014.
The Local Plan Strategy and all associated documents, including the comments received during the representation period, were submitted to the Secretary of State for Communities and Local Government on 20th May 2014 in preparation for independent examination.

Pre-Submission Core Strategy (November - December 2013)
Cheshire East Council produced its 'Pre-Submission Core Strategy' and accompanying documents, for consultation between 5 November and 16 December 2013. This document set out the Council's case for sustainable economic growth and was a draft version of the Strategy that the Council wants to adopt to manage development in Cheshire East up to 2030. All consultation responses have been logged and considered. A revised document (renamed the Local Plan Strategy) has been produced following consideration of the responses received.
The reports of consultation will be posted here but in the meantime, they can be viewed as Appendices B-H of item 5 of the agenda for the full council meeting on 28 February. All of the consultation documents and responses received can be viewed online on the Pre-Submission Core Strategy page of the Consultation Portal.
Possible Additional Sites consultation (May 2013)
Responses to the Local Plan consultation in January and February 2013 revealed a number of additional possible strategic sites that developers and landowners consider suitable for inclusion in the Local Plan. This was in addition to other strategic sites that had been brought to the attention of the Council as the plan-making process progressed. The purpose of this consultation was to give members of the public and other interested parties a chance to have their say about these new sites prior to the Council making a decision on whether any of them should be included within the Local Plan. These sites had either not previously featured in Local Plan consultations or had changed significantly since previous consultations.
Consultation on the possible additional sites ended on 30 May 2013. All responses can be viewed on the Possible Additional Sites Page of the Consultation Portal. In addition, a Summary of Comments and the Council's Responses (PDF, 981KB) has been produced and details of the consultation methodology can be found in Annex 2 of the Report to Strategic Planning Board on 26 September 2013. Development Strategy and Policy Principles (January - February 2013)
The Development Strategy and Policy Principles consultation presented the Council's preferred policy and site options and its non-favoured alternatives. It took place between 15 January and 26 February 2013. Further information and the outcomes of this consultation are available on the Development Strategy and Policy Principles page.
Town Strategy Phase 3 Consultations (September 2012)
Following on from the Place Shaping Consultation in 2011, Advisory Panels were formed in Crewe, Macclesfield, Nantwich, Knutsford, Poynton, and Handforth. Their members were drawn from the Town Councils (where applicable), community partnerships, local businesses and community groups and they produced draft Town Strategies for each of these towns. Consultation took place between 31August and 1October 2012. All comments have now been considered and reports of consultation are available.
Wilmslow Vision Consultation (Town Strategy Phase 2 Consultation) (April - May 2012)
Consultation on the draft Wilmslow Vision ran from 1 April 2012 until 31 May 2012. Wilmslow Town Council has considered all comments received and re-written the document accordingly as the Wilmslow Town Strategy.
Revised Local Plan Sustainability Appraisal Scoping Report (March - April 2012)
An updated Sustainability Appraisal Scoping Report has been produced to update the Scoping Report produced in 2009. This updated Scoping Report takes account of changes that have occurred to the planning system since 2009 and to ensure that the social, environmental and economic issues identified are up to date, and will be considered when assessing policy documents. Consultation took place between 2 March and 10 April 2012. Following a review of comments made, the revised document and report of consultation are now available.
Town Strategy Phase 1 Consultations (March 2012)
Following on from the Place Shaping Consultation in 2011, Advisory Panels were formed in Alsager, Congleton, Middlewich and Sandbach. Their members were drawn from the Town Councils, community partnerships, local businesses and community groups and they produced draft Town Strategies for each of these towns. Consultation took place between 2 March and 2 April 2012. All comments have been considered and revised Town Strategies approved by each respective Town Council.
Minerals Issues Discussion Paper (March 2012)
The Minerals Issues Discussion Paper follows on from the Core Strategy Issues and Options consultation and Rural Issues Consultation which identified the importance of mineral extraction in the Borough. Consultation on the paper took place between 2 March and 2 April 2012 and gave the opportunity for those with an interest in minerals planning in Cheshire East to offer their views on how the Local Plan should approach key strategic minerals planning issues. There was also an opportunity to provide additional information on possible sites and areas for future mineral working and safeguarding. Following a review of comments made, a report of consultation is now available.
Rural Issues Consultation (October - November 2011)
The survey accompanying the Cheshire East Rural Issues Summary Document (PDF, 1.2MB) has now ended. We have produced a Summary Report of Rural Issues Consultation (PDF, 289KB).
Place Shaping Consultation (Summer - Autumn 2011)
The second major stage of the consultation on the Local Plan was the Place Shaping Consultation which took place between July and September 2011. During this time, we worked with local communities, businesses and stakeholders to understand the challenges facing each town or village.

Core Strategy Issues and Options Paper (November - December 2010)
The Issues and Options Paper looks at the overall strategy for the future of Cheshire East, and asks some fundamental questions about what we want Cheshire East to be like in 2030, how much growth we should plan for and where new development should be located.
