The Pollution Control
Section takes a pro-active role in dealing with possible
noise/smoke and particulate pollution as a result of construction
and development.
Planning Applications
Environmental Health
provides a consultation service to Development Control and assesses
Planning Applications where noise pollution may be relevant, making
any recommendations.
This may include controls
over industrial development to protect neighbours from possible
noise nuisance or the protection of new build properties from
existing noise sources for example industrial, road and rail
noise.
Environmental Health
Officers/Scientific officers may recommend a wide variety of
conditions to cover Pollution sensitive applications. The
most common is the requirement for an assessment of noise where new
residential development is proposed close to a noise source
eg major highway. However it is for the planning officer to
choose to impose these recommendations. In these scenarios it
is the responsibility of the developer to employ a consultant to
take noise readings and compare these with standards laid down in
Planning Policy Guidance. Where necessary measures to be included
in the development to limit the householders exposure to noise will
be proposed.
Similarly for industrial,
commercial and some entertainment sites we may recommend acoustic
enclosure of equipment and machinery, a limit to the hours of
operation or redesign of the site layout. Time limitations can be
both for the end use eg opening hours and or during the
construction phase e.g. controlling the hours of Piling.
Discussions about noise
and its control can sometimes get very technical and very
protracted, but once the necessary works have been agreed and
completed the Planning Division sign off any noise condition
attached to the planning permission.
