Scrap Metal Dealer Registration
Anybody who buys, is given, or obtaines during the course
of their business scrap metal (even if this is obtained free
of charge), and subsequently sells the metal is classed as a scrap
metal dealer. This includes those that drive around the borough
collecting and calling for scrap metal.
If you fall into the above categories, and also;
- Occupy a place as a scrap metal store in the Cheshire East
Area, or
- Reside in the Cheshire East area; or
- The business premises are in the Cheshire East area.
You MUST register with the Local Authority as a Scrap Metal
Dealer.
Regulation
Apply
Registrations last for 3 years. After 3 years a scrap
dealer must apply to remain on the register using the
Application for Retention on the Register.
A registered scrap metal dealer must notify the local authority
within 28 days if there is any alteration in those details supplied
to the Council or if he ceases business as a scrap metal
dealer.

Fees
The Council does not charge a fee for registration.
Application Evaluation Process
Applicants must provide the following:
- their full name
- the address of the dealer, or in the case of a company, their
registered or principal office
- the address of each place occupied as a scrap metal store, if
any
- if the business is carried on without a scrap metal store
- if the business is carried on without a scrap metal store but
the applicant occupies a place for the purposes of business, and
the address of such a place
Eligibility Criteria
Registration is required by Scrap metal dealers who:
- occupy a scrap metal store in the Cheshire East Council area
or
- lives in the area
- occupy a place in this area wholly or partly for the purpose of
their business.
Offences and Penalties
- Failure to register the business or to notify the Council
of alterations in the appropriate particulars - maximum fine:
£1,000.
- Failure to notify the Council that a dealer has ceased to
carry on business as scrap metal dealer - maximum fine: £200.
- Failure to keep records of dealings as prescribed -
maximum fine: £1,000.
- Acquiring scrap metal from a person under 16 years of age -
maximum fine: £200.
- Providing scrap metal to a scrap dealer and giving a false
name or address - maximum fine: £200.
- Obstructing an authorised officer or fails
to produce any book or document which such officer has a right to
inspect - maximum fine: £200.
Tacit Concent
No. It is in the public interest that Cheshire
East Borough Council must process your application before it can be
granted. If you have not heard from us within a reasonable period,
please contact us. You can do this online if you applied through

Appeal
A complete Registration will not be refused. There is
however a requirement to renew every three years.
