Special Educational Needs and Disability
Statement Of Intent
In July 2010, Cheshire East Council embarked on a comprehensive
Special Educational Needs and Disabilities (SEND) Review and
identified the need for a
SEND
policy to be
written, consulted upon and published. Over the following two years
intensive work has been put into the development of the
SEND
Policy and it was approved in September 2012 for publication.
However, there have been rapid and far-reaching developments in
the world of education during this period, including the
Comprehensive Spending Review which has impacted on the services of
the Local Authority (LA) and on the
SEND
Policy and
have overtaken the current contents of the policy. It has been
realised that it is vital to look again at the
SEND
Policy to
ensure that it reflects the changing face of services to schools
and the implications of the new
SEND
Funding
Reforms.
Cheshire East Council has published a Policy Statement with the
purpose of setting out the timescale within which the
SEND
Policy is
refreshed, the period of consultation with key stakeholders is
undertaken, and the Policy is published.

What are Special Educational Needs?
A child or young person may have special educational needs if
they have difficulties in one or more of the following areas:
- learning (e.g. reading or maths problems, severe learning
difficulties)
- communication (e.g. speech and language difficulties,
autism)
- behaviour (e.g. emotional difficulties)
- sensory or physical capability (e.g. hearing impairment,
cerebral palsy).

It is our aim to work with a range of service providers to
ensure that no child or young person is left behind and that every
child and young person receives the support they need to lead
successful lives.

Your child’s nursery or school
You can talk to your child’s teacher, the SEN Coordinator
(SENCO) at the school or the headteacher about their special
educational needs and appropriate support.
