Childcare Sufficiency Assessment (CSA)
The Childcare Act 2006 places a duty on English local
authorities to improve outcomes for children and young people, to
secure sufficient childcare so that parents and carers can work,
and to provide information about the various forms of childcare
available to them.
Purpose
The purpose of the CSA is to identify gaps in the childcare
market, so that we can plan how to support the market to ensure
sufficient childcare provision. The CSA focuses on formal
registered childcare provision and formal unregistered childcare
provision wherever possible, and involves childcare for 0 to 14
year olds, and 18 year olds for disabled children and children with
learning difficulties. A core element of this duty is to complete a
CSA every three years.
Cheshire East Childcare Sufficiency Assessment 2011
Cheshire East Council has carried out a borough-wide assessment
of childcare supply and demand in spring 2011 to identify where
there are gaps. We have produced a Gaps
Analysis (PDF, 831KB) which identifies the main childcare
gaps. An action plan to address the gaps will develop during
2011.
Aim of assessment
The aim of this assessment is to provide us with information
needed to identify gaps in the market and plan the steps to secure
sufficient childcare. In this context, ‘sufficient’ means having
the right type and volume of childcare to meet the needs of
parents/carers in the local community, but with a particular focus
on ensuring there are sufficient places for 3 and 4 year old
children to access their free early education entitlement and to
support parents who are in work or who are seeking work.
