inspection
Rights of each elector to access information about the accounts
of Cheshire East Council
The sources embodying the rights of each elector are contained
within the Audit Commission Act 1998 and the Accounts and Audit
Regulations 2011.
In short the Audit Commission Act 1998 and the Accounts &
Audit Regulations 2011 maintain that any elector interested in
doing so may inspect and make copies of the Council’s accounts.
This includes all books, deeds, contracts, bills, vouchers and
receipts. It excludes however information of a personal nature i.e.
payroll records of individuals.
Notice is being given to the public (via the local press) that
the 2010/11 accounts will be available for inspection between the
hours of 10.00am and 4.00pm on the following inclusive dates:-
- Monday 4th July to Friday 29th July 2011 (except Saturdays
and Sundays).
Initial applications for inspection should be made to the
Borough Treasurer and Head of Assets, Cheshire East Council,
Westfields, Sandbach, CW11 1HZ Tel: (01270) 686628.
Any elector or their representative will then have the
opportunity to question the External Auditors of the Council - the
Audit Commission, c/o Cheshire West and Chester Council, Room 104,
The Forum, Chester, CH1 1SF - about the accounts from Monday 1st
August 2011 until the completion of the audit, and may make
objections on any matter on which the Auditors could take action
under the Audit Commission Act 1998 or could make a report in the
public interest under Section 8 of that Act. This would include any
unlawful item of account, failure to bring a sum into account which
should have been included and was not sanctioned by the Secretary
of State, or a loss or deficiency caused by wilful misconduct.
