Councillor Janet Clowes is the ward member for Wybunbury and has lived in Hunsterson for 23 years.  Janet became a Councillor in May 2011 and served as Cabinet support member for health and well-being for six months before becoming the Cabinet member for health and wellbeing in January 2012.

Janet is married to Nick, an NHS Consultant, and they have three sons. She trained as a nurse and later completed her degree and teaching qualifications in order to become a lecturer in health and social care at South Cheshire College in Crewe. She went on to complete her masters degree at Keele University and was appointed to University College, Chester, as under-graduate lecturer in health studies and later as post-graduate programme leader in public health.

Prior to standing as the Conservative Parliamentary Candidate in Wythenshawe and Sale East during the 2010 General Election, Councillor Clowes worked for Stoke-on-Trent City Council’s children’s services and the Pre-School Learning Alliance introducing the Portage Home Visiting service for families with children under 5 years with additional needs.

Janet served as a governor at Shavington High School for 10 years and now serves as parish councillor for Hunsterson.

Portfolio

This includes:

  • Liaison with borough-wide partners involved in developing and delivering services that are essential to promoting the health and well-being of those who live and work in Cheshire East.
  • Ensuring that each service area within the Cheshire East corporate body is aware of its duties and responsibilities in identifying and delivering services that proactively promote health and well-being.

What are your priorities within this portfolio?

I want to develop strong, working relationships with our partners who include: clinical commissioning groups; public health teams; third sector organisations; local hospitals; hospices; and residential and care homes. Through these partnerships we can ensure that all Cheshire East residents have access to good quality, integrated health and social care when they need it.

We are currently going through a period of dynamic service change and big financial challenges. It is therefore vital that we try and maintain the continuity of effective and high-quality services at this time.

It is also important that the Council’s resources and services can be accessed by residents in ways that promote their wellbeing and enhance their physical and mental health.

We need to ensure that Cheshire East resources and services in all sectors of local government, can be accessed appropriately by residents in ways that actively promote their well-being and enhance their physical and mental health.

There is also work to do in identifying, supporting and promoting the valuable “assets” within our local communities for example; carers, charitable projects, the work of voluntary organisations, Church groups, Parish Councils, the W.I. that all directly and indirectly enhance the health and well-being of individuals and groups.

What will present the greatest challenges within your portfolio?

The greatest challenge is designing and implementing cross-partner strategies that will, over time, eradicate health inequalities and improve the life chances of all residents across the Borough.

This is reliant on successful partnership working, in particular, developing an effective Health and Well-Being Board that will inform the commissioning of public health and health improvement initiatives for the benefit of all those living in Cheshire East.
