David Brown - Performance and Capacity Portfolio
Holder
Councillor David Brown represents Congleton Town East. He has
been involved in local politics for 10 years. He is the Performance
and Capacity Portfolio Holder at Cheshire East Council as well as
being the Mayor of Congleton. He worked as a director of Retail
Systems for ICL and he is on the board of governors at two schools
in Congleton. Councillor Brown has two grown up children and his
interests include football, golf and gardening.
His portfolio includes: customer services, community
development, area and neighbourhood working, communications,
marketing and publicity, market research and public opinion
surveys, performance management, audit, risk management and
insurance, equality and diversity and the Local Strategic
Partnership (LSP).
What are your priorities?
A lot of this portfolio centres on how Cheshire East Council
will deliver value-for-money services, which are fit for purpose.
Services need to be tailored to specific local conditions that vary
considerably in different parts of Cheshire East.
What do you see as your greatest
challenges?
One of the biggest tasks is how we work with our partner
agencies to improve the health and well-being of our residents. The
current economic climate is something that is affecting everyone
and we need to work hard to create the conditions for businesses to
grow.
I want to make sure that we engage with the community to help
shape the Local Development Framework. This document will form the
basis for development in Cheshire East for the next 15 years. Land
allocations will be made for both housing and economic development
taking into account both young and old in Cheshire East.
What is your vision for the portfolio?
I want to provide an environment where all individuals have
equal opportunities to develop their lifestyle to suit their
requirements. This will mean Cheshire East Council working with
partner agencies such as the police and primary care trusts along
with community and voluntary groups. We will then be able to
improve the day-to-day life of people in Cheshire East.
Another aspiration is to involve more residents in the services
that this Council provides. We cannot do this on our own. It will
depend on us working in partnership with volunteer groups and
statutory bodies e.g. police, fire service and primary care trusts.
An example of this is the closer collaboration between health and
social workers helping the more vulnerable members of society.
