(j) That the number of Parish Councillors for Leighton remain unchanged at the present time but the number be reviewed when Cheshire East Council conducts its community governance review of parish councils;
Reasons for the Council Decision
In conducting the Review, the Council has considered possible options for other forms of community governance including no change to current arrangements, Neighbourhood Management, Community Forums, Residents’ and Tenants’ Associations and Community Associations/ community development trusts. The Council also considered whether the interests of effective and convenient local government and community identities would best be served by a parish council for Crewe. Electors in the unparished area of Leighton were consulted to see if they preferred to be electors of the proposed new Crewe Parish Council or of the existing Parish of Leighton.
The Council has taken account of the feedback from all stages of public consultation and has noted the existing arrangements in place for community representation and community engagement, together with the extent to which they create opportunities for engagement and empowerment in local communities.
Accordingly the Council has concluded that the interests of local governance would be strengthened by the creation of a Parish Council for Crewe, as set out in the Council decision above, and that electors in the unparished area of Leighton should form part of Leighton Parish.
The Council’s decision and arrangements for the new Crewe Parish Council are brought into effect by the “The Cheshire East Borough Council (Reorganisation of Community Governance) (Crewe) Order 2013”, a copy of which, together with a map showing the new Parish and ward boundaries, may be inspected at the Council Offices, Westfields, Sandbach.
