Council Tax - Occupied Property Discounts

The full Council Tax Bill assumes that there are two or more adults living in a dwelling. Certain people will not be counted (disregarded) when looking at the number of adult residents in a property.

For example: If there are two adults in a dwelling and one meets the criteria below, they would be 'disregarded' and the Council Tax bill would be calculated as though only one adult lives in the dwelling i.e. a reduction of 25% would apply.  If all residents of a property are 'disregarded' then a 50% discount would apply and the Council Tax bill would be based on the remaining 50% property element.

Discounts will not normally be backdated for more than 12 months unless there is good reason why it was not claimed earlier. Claims for over this should be accompanied by a Backdated Discount Claim Form (PDF, 28KB)

Are you the Sole Adult Occupier of your property?

The full Council Tax bill assumes there are two or more adults living in a dwelling, as their main home. If only one person (aged over 18) is living in the property as their main home, the Council Tax bill will be reduced by 25%.

People Disregarded

Certain other people will not be counted when looking at the number of adult residents in a property if they meet certain conditions. Application forms below need to be printed off, signed and returned with any necessary supporting documents.  If you need advice or assistance, contact us. Persons in Detention

The period of detention must exceed 48 hours and cannot be for non-payment of fines or Local Taxes.

Severely Mentally Impaired

The person must be Severely Mentally Impaired and in receipt of a qualifying benefit.

Child Benefit is Payable

Children who pass the age of 18, but where someone is still in receipt of Child Benefit for them, may still be disregarded.

Students and Student Nurses

Students and Student Nurses on certain courses may be disregarded if they are undertaking a full time course of education.

School Leavers

Persons under 20 years old and who have recently ceased a relevant course.  These are persons other than Student Nurses, Apprentices or Youth Trainees.

Non British Dependants of, or Spouse/Partner of, Students

If a students dependants are not British citizens and are not able to take paid employment, nor claim benefits, they may be disregarded.

Hospital Patients

If a patient is living permanently in hospital they may be disregarded.

Patients in Care Homes or Nursing Homes or Bail / Probation Hostels

If a patient is receiving care and living permanently in a Nursing Home, Residential Care Home, Bail Hostel or Probation Hostel, they may be disregarded.

Carer or Residential Volunteer Care Worker

Any person who is a Residential Volunteer Care Worker; or people who care for someone (not a Spouse/Partner or Child Under 18) may be disregarded if the person being cared for is in receipt of certain benefits.

Homeless or living in a Hostel or Shelter

People who have no fixed address or are currently living in a Hostel or Shelter may be disregarded - the accommodation must not be comprised of self-contained units.

Members of Religious Communities

The members of the community must be dependent upon it, with no income or capital of their own and the community must have a principal occupation consisting of prayer, contemplation, education, or the relief of suffering or any combination of these.
