Evidence and Information Table
All evidence provided must be Original Documents, we cannot
accept any photocopies.
The following table details what is acceptable evidence to
support a Housing/Council Tax Benefit claim and why it is necessary
to provide it.
There is also a list of supporting documents at the bottom of
the page if you are unable to provide certain types of
evidence.
Please note that all ‘non-dependant’s’ details are
required. An assumed income will be used in cases where information
is not provided for the non-dependant and a maximum deduction will
be taken.
Identity

- B79 form for notice that you have been
released from prison
- Letter from solicitor, social worker,
probation officer, doctor or HM Revenue and customs
- Certificate of employment in HM forces or
Merchant Navy

To prevent fraud we need to verify who you are
and confirm where you live. By providing these documents a check
can be made. Please note that these documents must be up-to-date
and correct to be accepted.

Earned Income

Why this evidence is necessary
|
- Wage Slips – Either two monthly, five weekly
or three fortnightly (hand written pay slips are not
acceptable)
- A Certificate of Earnings from your employer
can also be accepted.
- If you are self employed a ‘Self Employed’
form and business accounts will be required to determine your
income.
|
To assess your claim correctly and ensure you
receive your full entitlement your earned income needs to be
established. Please note that we need to know the income for
All members of the household over 16 years of age.
Although exceptions do apply for children in full time education,
disabled people or other benefits received such as Disability
Living Allowance – Carers Allowance. Please contact the benefits
department for further advice.

Other Income received
For example, any income other than wages,
payments which you do not directly earn.

Why this evidence is necessary
|
- Pension Advice Slips for ALL pensions
received
- A letter from the Court indicating child
maintenance
- Child Support Agency (CSA) award notice
showing award received
- Evidence of any money people pay you for
board and lodgings
|
The incomes received from these sources still
contribute to your monthly earnings and evidence is required. In
cases where child maintenance has yet to be established a written
letter from the claimant showing how much money is received and a
bank statement showing the deposited amount can be accepted.

Capital and Savings
Capital and savings must be declared on the Housing and Council
Tax Benefit claim form.
If your capital and savings total less than £6000 and
you are aged less than 60 years of age you do not need to
send in evidence.
If your capital and savings total less than £10 000 and
you are aged 60 years or above you do not need
to send in evidence.

Why this evidence is necessary
|
- Two months consecutive bank statements are
required for ALL bank accounts (including post
office accounts) or building society accounts held even if they are
NIL balance or overdrawn.
- Some building societies only have bankbooks
we require the original book (It must be up-to-date before it is
handed in).
- We need to see evidence of any premium bonds,
National Savings, ISA’s, Stocks, Shares and Unit trust
Certificates
- Details of any Second Property

To qualify for benefits you must have less
than £16 000 in capital and savings. In order for
us to have a ‘complete picture’ of your personal circumstances we
need to establish how much you have in total. Benefits are for the
more ‘vulnerable people’ in our community and therefore this is
reflected in your entitlement.

Residency

Why this evidence is necessary
|
- Tenancy Agreement – This must be ORIGINAL,
up-to-date and we require all pages for it to be accepted. By
providing a photocopy or an old out of date agreement will only
hold up your claim.
- Rent book or Rent Receipts
- A letter from your landlord stating the date
the tenancy started, the rent charged and the services included in
the rent.
- Recent Utility bills (Not Council Tax or a
mobile phone bill)
- TV Licence

Housing Benefit (HB) is only paid on rented
properties; it is a legal requirement that all tenants have an
agreement regarding their rent. In order for us to award HB
residency needs to be established and the market rent for the
property. Please note that we can pay maximum entitlement depending
on circumstances and your 'Local Housing Allowance' rate.
Housing Associations are considered to charge a market reasonable
rent and may not require being referred to the rent
officer.

- Any DWP award notices (original, up-to-date
and ALL letters are required) these could include Child Benefit,
Attendance Allowance, Disability Living Allowance, Incapacity
Benefit, Income Support, Job Seekers Allowance (Income Based &
Contribution Based), Pension Credit, Industrial Disabilities
Benefit, Careers Allowance, Serve Disabilities Allowance,
Maternity, Paternity
- Working Tax Credits and Child Tax Credit
award letters (Original, up-to-date and ALL letters required
- War pensions award letters (Widows War
Pension)
- Disabilities – such as ‘Register Blind’
(require registration certificate)

When taking other benefits into consideration
as part of your income some will be disregarded or have an
underlying entitlement in regards to Housing Benefit. However we
need to know everything that comes into the household to determine
the correct applicable amount or you could be missing out.
Many people believe that Working Tax Credits
and Child Tax Credit are not counted as earned income as it is
received from the government. This is NOT true it
is still an income coming into the household and
MUST be considered when determining benefit
entitlement.

Grants are still classed as an income as it is
money received and therefore is included. Dependent upon individual
circumstances some child costs can be disregarded therefore we need
to know these costs in order to determine the correct benefit.
